NSW has introduced a new law abolishing the requirement for NSW-based transport operators to pay stamp duty on the purchase of new truck trailers.
“Last week, the State Revenue Legislation Further Amendment Act 2012, which includes a clause for an exemption from duty for the purchase of new truck trailers, was signed into law,” NSW Roads Minister, Duncan Gay, said.
“Currently many transport operators buy, and in the process, register new truck trailers in Queensland and Victoria. This means NSW forfeits business opportunities and associated registration revenue and renewals – money that can help the government maintain and build more road and freight infrastructure.
“The reform doesn’t mean more truck movements on the state’s road network – trucks registered in Queensland and Victoria travel in and across NSW every hour of every day of every week – it means more business opportunities for NSW-based truck trailer building companies and more registration revenue to help bolster the state’s bottom line.”
According to Transport in NSW, 50 per cent of all truck freight in Australia uses NSW roads for at least part of their journey, while 75 per cent of all interstate truck freight travels through NSW.
Minister Gay said the reform has already attracted significant interest within the road freight industry. “Last week, the owner of Deniliquin Freighters, Russell Tait chose to register in NSW five new custom-built skel trailers for the transport of containerised rice from mills at Coleambally and Deniliquin to the rail head at Tocumwal.”
Heavy vehicle operators are legally entitled to register trailers in other jurisdictions provided they meet certain conditions. For instance, an interstate registered truck must spend at least two days travelling outside of NSW every 90 days; otherwise, the prime mover and any trailers must display NSW licence plates.
