The number or transport operators applying to the Intelligent Access Program (IAP) has consistently grown since 2009, according to Chris Koniditsiotis, CEO of the national certifier and auditor of telematics programs, Transport Certification Australia (TCA).
“Since the IAP became formally operational and available in July 2009, we’ve seen consistent growth in the number of vehicles enrolled in the IAP, as transport operators have taken advantage of the access arrangements made available through the program,” he said.
“Following the announcement in early April 2013 to expand the entry options initiative to all transport operators, and the introduction of Flexible IAP Pricing, we’ve seen a notable increase in vehicles and transport operators enrolling in the IAP.
“In the final three months of the 2012-13 financial year, the average number of vehicles joining the IAP each month rose approximately two and a half times the average of each of the previous nine months. But perhaps even more pleasing was the additional 20 transport operators that enrolled vehicles in April, May and June.”
Much of the increase in IAP involvement has been attributed to a growing need for access to the Higher Mass Limits and Performance Based Standards productivity enhancement programmes.
“While it’s still too early to fully assess the response by the transport industry to the advancements made to the IAP to make it more flexible and cost effective, it's clear that the entry options initiative and Flexible IAP Pricing have raised awareness of the benefits to the IAP,” said Koniditsiotis.
“The entry options initiative has opened the door for transport operators to engage directly with TCA, to have their existing systems assessed against national standards.
“TCA is currently assessing 15 different In-Vehicle Units (IVUs) through the entry options initiative, and we’re in discussions with a number of other transport operators who have expressed an interest in having their IVUs assessed at absolutely no cost.
“It’s clear that for a growing number of transport operators across the country, the IAP is a decision which simply makes business and regulatory sense. And for those transport operators with an infrequent or occasional need to load to HML, Flexible IAP Pricing is now available through IAP Service Providers.”
A survey for trucking operators to comment on their opinions about the Intelligent Access Program closes on August 7, so the industry has just one week to make its feelings known. The survey asks about the ease of use and effectiveness of the IAP, including operators experiences when dealing with the Transport Certification Authority who administer the program.
