The Transport Certification Australia (TCA) this week commended NSW Roads Minister Duncan Gay for announcing further details on two major initiatives to make the Intelligent Access Program (IAP) more flexible and cost effective for transport operators.
“Following the December 2012 NSW Road Freight Industry Council (RFIC) meeting, where we advised of the work being performed on the Entry Options initiative and flexible IAP pricing, there has been a positive response from industry,” said Chris Koniditsiotis, CEO of the TCA.
“We’ve worked closely with transport operators, IAP Service Providers and the NSW Government to develop sensible and practical solutions to the issues faced by transport operators.”
“The valuable input obtained from these deliberations will make the IAP more flexible and cost-effective for a wider range of transport operators that want to benefit from the higher productivity access entitlements made available through the IAP.”
The RFIC conducted a detailed examination into the practicality of the IAP in 2012. A number of groups, including the Australian Trucking Association, NatRoad and the Livestock and Bulk Carriers Association of NSW, all made presentations to the Council about the IAP.
“TCA confirmed they have been working with Simon National Carriers, Toll Group and Boral to assess and explore the standard of their devices,” said Gay in a statement at the time. “Discussions focused on a more flexible approach to allow transport operators to have their existing In-Vehicle Units (IVUs) assessed for use in the IAP.”
Concerns were also raised about the costs for operators to become involved in the scheme when they only needed higher mass limits (HML) access occasionally.
“Flexible pricing arrangements will be developed by IAP Service Providers transport operators that load to HML on an occasional basis,” said Gay. “The availability of flexible pricing means operators will be able to enrol more of their vehicles into the IAP and have the flexibility of using vehicles to carry HML loads when they need to, and to pay on that basis.”
