Transport for New South Wales has announced changes to speed limitations for certain Performance-Based Standards (PBS) vehicles.
As of 1 July, PBS vehicles over 26m operating under an access permit are no longer limited to 90km/h on the state’s road network.
Applying to PBS permits which include condition RS01 – Restricted Speed Condition – Speed on Specific Roads, the change was made to align permit conditions with existing notice arrangements, harmonise PBS vehicle operation across jurisdictions and support more efficient road freight transportation.
“TfNSW has advised the NHVR that condition ‘RS01 – Restricted Speed Condition – Speed on Specific Roads’ no longer applies to your PBS combination,” a National Heavy Vehicle Regulator (NHVR) spokesperson said in a variation letter.
“You are therefore no longer required to comply with the above speed condition.
“TfNSW will remove the condition when the permit is reviewed at renewal and a decision is provided to the NHVR.”
Until the access permit is updated, the NHVR’s variation letter provides an exemption from the condition.
Operators must carry a copy of the letter with the relevant PBS access permit and produce it to an authorised officer on request.
New PBS permits issued from 1 July 2026 will not include the 90 km/h restricted speed condition.
